Regional leadership has had cried for lake of internal autonomy in allocating the funds while identifying priorities and preferences to bring substantial change. Nevertheless, with the greater internal authority delegated by center under Self governance reform package, 2009 would prove a real test of the capacities and capabilities of its members to translate public demands into comprehensive plans with minimum non-productive administrative burden. Where regional government succeeded to get the additional proposed amount approved many challenges are standing on the way need resolution. With approval of the proposed budget after an exhaustive debate , regional government would have to cope certain challenges like proper allocation of funds for rehabilitation of affectees of Attaabad land slide catastrophe, compensation to IDPs of Gojal, Upper Hunza tehsil as well as affectees of the Baltistan land slid tragedy. Similarly, the Gilgit-Baltistann council would have to ensure balance among development, capacity building measures and investment in potential areas under public sector thereof by allocating adequate funds for ongoing and new development initiatives with proper check and balance to reduce tendencies of corruption. Moreover, the regional leadership has to chalk out a proper plan to re-constitute an autonomous Gilgit-Baltistan Disaster Management Authority headed by Chief Minister equipping it with all requisites to escape future catastrophes in the region.
Similarly, as an alternative to domestic industry like tourism which undergoes a critical time due to unfavorable situation for more than last four years, must undertake new initiatives like cold storage industries, mining, fruit processing and packaging, dairy farm and animal husbandry on priority basis. This would help develop a potential area to absorb both existing educated youth and influx of graduates coming out of universities with golden hopes to serve the nation. Albeit to patronization of private sector to reduce unemployment, regional government must initiate few new projects to transformed existing youth talent into skilled labour by utilizing their potential through application and to facilitate man power willing to get abroad through diplomatic dialogues assisted by center.
On the other hand, keeping in view of the current requirement of the region especially certain areas emerged in the backdrop of disasters, allocation of mere around six and half billion rupee under Public Sector Development Programme (PSDP) in the federal budget for fiscal year 2010-11 is inadequate to bolster proposals by the end of year with all spirit. One of the reasons for insufficiency in proposed development fund despite of allocation of a major part under special development package with around 1250 billion rupee emerges from the immediate demand of rehabilitation of affectees that would absorb a large portion of development share, invisibly. Our planners would need comprehensive proposals to central government to stand tourism and mining sector on one hand and initiation of industry and trade on the other. This would reduce the dependency of the regional province like setup on center in every next initiative.
