Water and Power Raja Pervaiz Ashraf on Friday informed the upper house of Parliament that the construction of Mirani and Sabakzai dams has been completed adding that Diamer Basha dam project was being inaugurated next month.In response to various questions raised by senators in question hour, he said that the cost of Mirani and Sabakzai dams was Rs.5.81 billion and Rs.1.96 billion respectively.He said that construction and maintenance of dams was the responsibility of Water and Power Development Authority (WAPDA) while setting up of irrigation channels, canals and other necessary water distributaries come under the domain of respective provinces.The WAPDA has paid lump sum compensation amount to Balochistan government for land acquisition and resettlement of affectees of Mirani dam, he added. He said that an amount of Rs. 180 million and Rs.280 million was allocated for Mirani and Sabakzai dams respectively in PSDP 2009-10.The minister said the government has prioritized all the projects and funds for Continued on page A-6all the important projects would be arranged.He said that work on the mega project Diamer Basha dam would start next month adding that the government of Gilgit-Baltistan has started land acquisition for the project. Foreign funding for the project has been arranged for the project, he added. Pervaiz said the government has a plan to construct 32 small and medium dams in all the provinces. Work on some dams has already been started, he added.He said the Chinese government had granted soft loan of $ 700 million for the construction of these dams.In response to a supplementary question, he said the government was not taking any dictation from International Monetary Fund (IMF) and has devised a special plan to bring improvement in all state enterprises which are bleeding. The minister said the government has already exempted all industries except steel from load-shedding and it was decided in energy summit to ensure uninterrupted supply to the industries. He said 16 hours uninterrupted and smooth power was also being supplied to Steel Industry, he added.He said power generation suffered as some power and gas plants came under
water due to devastated floods. However, he said power supply in all the areas restored in only three days. He said work was also being worked out for lying new transmission line.Meanwhile, Minister for Law Justice and Parliamentary Affairs Dr. Babar Awan on Friday laid National Accountability (amendment) Ordinance, 2010 (Ordinance No. XVIII of 2010), in the Senate as required by clause (2) of Article 89 of the Constitution.Deputy Chairman of Senate Jan Jamali referred the ordinance to the committee for further consideration. However, Zafar Ali Shah and Professor Khurshid raised objections on the ordinance.They said the ordinance was presented after a delay of 15 days, adding that the President signed the ordinance on Sept 16.They further said the Minister had also not made it public, neither it was published in the Gazette of Pakistan nor in media. They said the Minister for Law deliberately presented the bill in the House at the time when it was being prorogated so that it could not be debated.The Law Minister responding to the objections raised by the senators, said that the ordinance was published in the Gazette of Pakistan on Sept 16 which means it was made public.He said it was unfair that the two senators alleged that the government and he had malafide intentions regarding the bill and so the bill was presented so late. He said the two senators did not read the ordinance and made their remarks without having knowledge.Dr. Awan said after the constitution of Islamabad High Court it became obligatory to form accountability court and this provision exits in the constitution.He said under the ordinance the government would provide protection to witnesses, public prosecutors and judges for free and fair justice.He questioned that how he would get benefit from it? If somebody have objections on it he may give his suggestions to the committee, he added.He further said that the government earlier presented the bill in the House and the chair gave ruling that an amendment should be proposed to stop the commission system in the National Accountability Bureau (NAB) and the same thing was included in the ordinance.He said under the ordinance NAB officers would not get commission in any case. "What is against the justice in it?," he again questioned.Awan said the two senators wrongly said that the federal government was taking the power of appointing the chairman of accountability.He said there was nothing like this in the ordinance and the two senators made their statements without going through the ordinance.He said," the constitution allows that any ordinance can be presented in the Parliament within 120 days after it is signed by the President". The government could not be held responsible for any delay in presentation of the ordinance, he added."We presented the ordinance in the Senate within 10 day. Is it our fault? ," he questioned.

He said that the new governor of Gilgit Baltistan should neither be a follower of Sunni, nor Shia not Ismaili school of thought rather he ought to be a PPP jiala.He said those who criticize on PPP led government both in center and Gilgit-Blatistan were the products of opportunism saying those who entered in government services as grade one retired as the head of their department due to patronization of Qaid-e-Awam Z.A.Bhutto who followed the poor friendly policies to manifest his 'Rotti, Karpra, Makaan' slogan. " Few people also want to get me involve into unnecessary mazes to prove me incompetent and create an excuse to redeem self governance package for the empowerment of the region. He criticized former regimes for neglecting of masses of across the region saying within a tenure of three years our party leadership including Prime Minister visited Gilgit-Baltistan thrice specially to Diamer where none of any former premiers ever been. He said that his party would support their dyehard workers in appointments keeping in view the requirements and skills.
