Officials lose posts over Bhutto report: spokesman PPP

SLAMABAD, April 21: Several senior Pakistani police and intelligence officials have been removed from their posts after a damning UN report into the killing of ex-premier Benazir Bhutto, officials said Tuesday. The United Nations investigation released Thursday found that Bhutto's death in a gun and suicide attack in December 2007 could have been prevented, and that the authorities deliberately failed to properly investigate. “Eight officials have been relieved of their duties while the service contract of a retired brigadier has been terminated,” presidential spokesman Farhatullah Babar told AFP. “Their names have been placed on the government's exit control list,” he added, referring to a list of people barred from leaving the country. Anjum Zehra, an official in Punjab province where Bhutto was killed, confirmed that five senior provincial police officials had been relieved of their duties and ordered to report back to Islamabad. State news agency APP reported that they included Abdul Majeed, a top police officer who headed the team investigating Bhutto's murder. Saud Aziz, then-head of Rawalpindi police, and three of his senior colleagues were also shifted from their posts, APP said, while former head of the Intelligence Bureau Brigadier Ijaz Shah was put on the exit control list.Another official removed from his post was retired brigadier Javed Iqbal Cheema, who declared at a news conference that Bhutto died of head injuries caused by ducking into her vehicle -- findings deemed a whitewash by the PPP. Babar said authorities would also try to question former military ruler Pervez Musharraf over the findings. Pakistan to get guided missile frigate from US

WASHINGTON, April 20: Pakistan and United States has signed the contract for the transfer of the guided missile frigate USS McInerney here on Tuesday. Captan Abdur Rehman, defence Procurement Attache signed the contract on behalf of Pakistan Navy. The $ 65 million contract will enable Pakistan to take over USS McInerney at US Naval station Mayport, Florida on August 31 this year after which it will be commissioned as PNS AlAMGHIR.
A comprehensive refurbishment of the ship will be undertaken under the supervision of US Navy which will be completed in Jan. 2011. Successful culmination of this contract will also pave way for acquisition of more vessels of same class for Pakistan navy to raise a squadron of 8 Perry Class Frigates. This will greatly enhance operational readiness of Pakistan navy. US S. McInerney was the second ship of the Oliver Hazard Perry class of guided-missile frigates and first US Navy ship named for US Vice Admiral Francis McInerney (18991956). In September 2008 the US Congress had approved selling the frigate to Pakistan with a delivery date of August 2010. Pakistan is considered a major non NATO Ally and is able to receive older unneeded US military equipment. Additionally, the 32-year-old frigate will be given a 65 million dollar refurbishment including anti-submarine capability paid for with foreign military aid provided by the U.S to friendly countries, the News reports.

According to sources, the approval was given during a meeting in presidency house. Eight members have been selected, one from Jamiat-e-Ulema-e-Islam (JUI) and seven from Pakistan Peoples Party. (PPP) Among those selected under new development, Muhammad Ali Akhtar for tourism and local government; Wazir Shakeel for information, law and interior affairs; doctor Ali Madad Sher for health, engineer Ismail for water, power and works and NATCO, Naseer Khan for forestary and animal husbandary. HUNZA, April 14: Governor Gilgit-Baltistan doctor Shama Khalid has said that her appointment is victory of democratic thought. She was accompanied by Speaker Gilgit-Baltistan Wazir Baig, Chief Minister Syed Mehdi Shah, Fida Karim , President Pakistan Peoples Party, Hunza chapter, Khan, president PYO and other officials of police and civil administration were also present at the moment.Talking to delegations from different localities on return from disaster hit areas and relief camps here at Karimabad, she said that her priorities are to eliminate poverty and reduction in unemployment. She asked masses for cooperation in building confidence among communities in the region. Doctor Shama said that there are few people who want to create communal strife with an aim to disturb peace. " Inter communal faith harmony will harness rate of development, greater the cooperation larger the out comes," she added. Answering a question of journalists regarding increment in salaries of police and NAPWD, she promised to consider them in future.

Many of us could not believe on our ears when an unusual development occurred a week earlier in terms of announcement of reduction in transport fares in the locality. Excise and Taxation Department Gilgit-Baltistan vide a letter E&T/MRA(GLT)-1(17)2009/186 through Magistrate office announced a new fare list for inter-district public transport on different routes in Central Hunza on last Friday.The new list of fares were: 6 rupee for 3 kilometers; 8 rupee for 5 Kilometers; Rs.14 for 10 Kilometers, and Rs.25 for 18 Kilometers. Rs. for 20 kilometers. Similarly,30 and 35 rupee will be charged for 15 and 2 kilometers from Aliabad to Ahmedabad and Sarat disaster was to be enforced strictly and in case of violation or excessive travel charges by transporters were liable to legal proceedings. Nevertheless, the move proved nothing but a short-lived pleasure for masses when transporters arrogantly refused to accept the issued list. Despite of little reaction of local administration against the violation of declaration by transport mafia, we would applaud such initiatives which was expected to be demanded by masses themselves.
On the other hand, due of little political awareness, the people are more or less confined to in house and drawing room politics-that is to criticize others instead of discussing problems before their respective representatives and give constructive suggestions for immediate resolution. One of the main feature of the domestics population is that of emotional intensity; people get excited by speeches of rhetorical speakers having little logical grounds. As a result, dexterous politicians lose no opportunity to exploit public sentiments on pretty issues with short term benefits for the region. The biggest dilemma in such a situation is our proud for being one of area with highest literacy rate; we are divided linguistically and religiously. In real we are unable to beg our rights in democratic and collective manner. It is the time to get alert of coming challenges of even more intensity. Lets shun the differences and bring harmony, acceptance and tolerance for the larger interest of region.

We would like to urge government to device a strategy to ensure reasonable prices of necessities through constant monitoring in reduce economic pressure on poor.

Death toll reaches to 41 in Kohat bombing

KOHAT, April 17:Two suicide bombers dressed in burqas blew themselves up Saturday in a camp for refugees fleeing military offensives in northwestern tribal region, killing 41 people and wounding 62, report said.

The blasts occurred at a food distribution point, but there were conflicting reports whether the victims were lining up for food or being registered. The camp is sometimes used by foreign humanitarian groups, including the World Food Program, to deliver aid. The two suicide bombers struck six minutes apart at a camp in the Kacha Pukka area of Kohat, a tribally administered region close to the Afghan border. They were dressed in burqas, the all-encompassing veil worn by Muslim women in parts of Afghanistan and Pakistan, local police official Abdullah Khan said. The Nation

KARACHI, April 17: Syed Salim Raza, Governor, State Bank of Pakistan Saturday said the mobile banking or using third-party sources take the banking costs down 30 percent at international level; while, these expenses are reduced 60 percent in Pakistan. Addressing at the inaugural session of the Pakistan Branchless Banking Conference at SBP Learning Resource Centre, here, he said at least four billion people are not using the banking system in the world and a meager 12 percent people use banking sources in Pakistan.
The SBP governor said the branchless banking is hugely vital for the banking industry in Pakistan and the research has proved that mobile banking or using third-party sources slash the banking costs by 30 percent, adding in Pakistan these expenses would go down by 60 percent.Three-tier banking is being operated in Pakistan, i.e. mobile phone operators, large banks and retail micro-finance, he informed. 11 killed in Quetta hospital suicide blast

UETTA, April 17: A suicide bomber blew himself up in an attack inside civil hospital in Quetta on Friday, killing 11 people and triggering chaos and panic in the premises. Among the killed was a private TV cameraman, Malik Arif, and senior police officials while 35 people were injured, including at least four reporters and a local parliamentarian. Unidentified men riding a motorcycle killed Ashraf Zaidi, the son of the chief of the Shia Conference Balochistan. “Hundreds of people, including a local parliamentarian and dozens of journalists, rushed to the hospital where the body was lying. As the crowd swelled at the casualty ward, a suicide bomber blew himself up,” senior police official Wazir Khan Nasir told AFP.After the blast aerial firing started, in which one man was killed and three injured. CCPO Shabir Shaikh told reporters four police officials, including two deputy superintendents of police, one head constable and one constable, had died Police said 15 kilogrammes of explosives were used in the attack. Lashkar-i-Jhangvi claim responsibility for Quetta blast

QUETTA, April 17: At least 11 people, a cameraman of a private TV channel and four police officers among them, were killed and over 40 others injured when a suicide bomber blew himself up inside a hospital here on Friday.

A member of the National Assembly, Syed Nasir Ali Shah of the PPP, his son, five TV journalists, a driver of DawnNews and seven police personnel were among the injured. The bomber struck outside the emergency ward of Sandeman Civil Hospital, where a large number of people, including the MNA, police officers and journalists, gathered after the body of a banker, who was shot dead minutes earlier, was brought to the hospital.After the suicide attack unknown people started firing, triggering chaos and panic in the city. Shops and markets were closed and traffic and normal life was badly affected.The banned Lashkar-i-Jhangvi claimed responsibility for the attack. Governor Nawab Zulfiqar Ali Magsi, Chief Minister Nawab Aslam Raisani, Balochistan Assembly Speaker Aslam Bhootani and provincial ministers Mir Hamal Kalmati, Habibur Rehman Mohammad Hasni and Nawabzada Jameel Bugti also condemned the attack.The chief minister directed the authorities concerned to take all steps

Gilani's presence at summit important for nuclear security: Obama

ISLAMABAD, April 14: US President Barack Obama said Tuesday that Prime Minister Yousuf Raza Gilani's presence at a nuclear security summit in Washington was "a positive sign" and would help to defuse tensions with its India. "Prime Minister Gilani's presence here was an important step in seeing that we do not see a nuclear crisis anywhere in South Asia," Obama said in response to a question at a conference that followed the conclusion of the 47-nation nuclear security summit. Obama also said he was confident that Pakistan's nuclear arsenal was secure, but stressed steps could be taken by every nuclear power to better secure nuclear materials. "Pakistan is not exempt from that, but we aren't either," he said. The India-Pakistan weapons race was not a subject of the two-day summit, but may be considered at the nuclear Non-Proliferation Treaty (NPT) summit in New York in May. Neither India nor Pakistan have signed the NPT. Obama said that he would continue to urge Pakistan and other non-signatories, including Israel, to sign onto the treaty. Obama met bilaterally with Gilani ahead of the summit amid reports by The New York Times that Islamabad is blocking talks on an agreement to stop producing new nuclear material worldwide, and Obama used the Sunday meeting to "express disappointment" over this development. Times reported that US intelligence officials believe Pakistan is running a new nuclear reactor to produce fuel for a second generation of nuclear weapons - one of three such facilities planned. But Gilani later flatly denied the report.

Six killed during protests in Abbotabad

ISLAMABAD, April 12: Six people were killed on Monday when furious mobs protesting plans to rename Pakistan's North West Frontier Province after its Pashtun majority clashed with police, officials said. More than 200 ethnic Hazara people gathered in northwest Abbottabad city chanting slogans against the government and demanding a separate province for their community, local administration chief Muneer Azam said. The protesters blocked roads, pelted police with stones, torched a police vehicle and also set a police station on fire, he said.Police fired tear gas shells and opened fire to disperse the crowd as the authorities had banned public gatherings in the city, senior police official, Imtiaz Altaf told AFP.
“Our information is that six people have died in the violence,” provincial information minister Mian Iftikhar Hussain told reporters.Hospital officials more than 100 people were wounded in the clashes. A landmark constitutional reform bill to strengthen parliamentary democracy and devolve greater power to the provinces seeks to replace the British-colonial name of North West Frontier Province with Khyber Pakhtunkhwa. The 18th amendment was voted through the lower house of parliament in a unanimous vote last week and is due to be presented on Monday to the upper house of parliament, from where it is expected to pass into law. The demonstrators included supporters of the Pakistan Muslim League-Q faction. The party has said it would oppose constitutional reform package, which accepts ethnic majority Pashtun community's longstanding demand to rename the province, in the senate or upper house. NDMA Mission takes the day to shift necessities and medicines to Upper; Government is doing more than what was expected: Wazir Baig Hunza

HUNZA, Feb.02: Helicopter of National Disaster Management Authority continued to shift necessesities on Thursday right from early morning to the late afternoon to Upper Hunza.Local volunteers and government officials are playing active role in disaster relief operations. According to Major Babar and co-pilot of National Disaster Management varoius necessties like Flour bags, seeds, pulses, sugar, salt, coocking oil etc. were shifted from Aliabad to Shishkat and Gulmit. Besides, two persons having higly emergency were allowed for uplift in every turn. Doctor Khuwaja Khan, President Ismaili Council, Doctor Aslam Shah, Engineer Zameer Abbas, assistant commissioner subdivision Hunza, majistrate and others were also supervising the relief operations.
Later, Speaker Gilgit-Baltistan Legislative Assembly Wazir Baig, General Farooq, Chairman National Disaster Management Authority (NDMA) and other officials visited disaster hit areas on Thursday. In the evening they expressed their satisfaction over disaster relief work in Upper Hunza and affectees of Attaabad village. Talking to voice of Hunza, Wazir Baig claimed that government is doing even more than what was expected by people- that is in time provision of neccessisities of life, basic health facilities and disaster prevention measures. Mr. Baig said that those who are playing with the sentiments of the people want to create obstacles in government's work to divert its attention. " None will be allowed to mislead people with baseless agitation by retrogressive forces in the society in the name of rights," he added. General Farooq said that NDMA is workig in collabration with other goverent bodies is working earnestly to serve those in troubles.

Rabbani hands over reforms committee report to NA speaker

Mashadi demands reduction of taxes on oil prices

ISLAMABAD, Apr 2 (APP): MQM Senator Tahir Hussain Mashadi Friday asked government to reduce taxes on oil prices in order to curtail the retail prices of petroleum products. On a point of order, Mashadi showed great concern over recent increase in petroleum prices and said currently government is charging Rs. 40 to 45 tax per litre on different petroleum products which must be cut to half. Mir Hasil Bazinjo raised concern over the alleged missing of son of their party leader and asked to take concrete steps for his recovery.
Meanwhile Talha Mehmood in his point of order highlighted the Pollen allergy problem in the
federal capital. He was of the view that number of affectees of the pollen allergy in Islamabad has reached to hundreds of thousands and asked for serious steps by CDA. Professor Khursheed Ahmad maintained that under the State Bank Act, it is mandatory for the bank to present its report in both Houses of the parliament.





Petrol prices increased by Rs 2.57 per litre

ISLAMABAD, April 01: The Oil and Gas Regulatory Authority (OGRA) on Wednesday raised prices
of petroleum products with a substantial increase of Rs 2.57 per litre in petrol price with the price now being Rs 73.14, while the price of light diesel has been increased by Rs 2.73 per litre with the overall price now standing at Rs 62.20. Talking to reporters, OGRA Senior Executive Director Jawad Nasim said the new POL prices would be effective from April 1 (today). “Petrol prices have been increased by Rs 2.57 per litre, HOBC by Rs 1.50, light diesel oil by Rs 2.73 and the price of kerosene oil has been increased by Rs 3.31 per litre,” he added. According to the notification, the new price of petrol would be Rs 73.14 per litre, HOBC Rs 87.56 per litre, light diesel oil Rs 62.20 per litre and kerosene oil Rs 64.81 per litre. The authority said the prices had been revised owing to an increase in petroleum prices in the Gulf in March. According to a statement by OGRA, petrol prices have been increased by four percent as compared to the prices in March, while the price of
High Speed Diesel has been increased by five percent than last month, Dailytimes reports.

Gabriel Almond, and David Easton,two well known American political scientists were the first to use system analysis approach for the study of politics in their popular books " Comparative Politics : A developmental approach" and " A system Analysis of Political Life" both published in 1966 respectively. Gabriel's concept of political system consists of inputs conversion process, outputs and feedback. He maintains that governments receive demands, support as well as apathy from opposing actor from domestic and foreign environment of the entity where demands serve as energy and raw material to process them accordingly. Larger demands which shows that people want action either come in the form of public opinions, parties, pressure and interest groups, media talk shows and public demonstrations on one hand and the within internal environment itself such as constitutional nature, values and procedures and norms of government on the other. Generally, out of thousands of demands mere few hundred demands, expectations, needs, desires and proposals gets attention to get done that helps to avoid any overburden on conversion or process phase with the help of intermediaries like preferences and interests, opinion, mass media, taboos, political socialization, and pressure groups. The haphazard material development in this comparatively small area has also served to create various socio-economic and ethical problems which ultimately served to shake the fabrics of very roots and foundations of culture and civility among dwellers. On geo-political front, analysts find a very little say of a common man in the major decisions related to regional socio-economic development, violation of meritocracy by mafias in political parties, pressure groups which safe guard their own interests, a unbridled bureaucracy, corrupt regimes that patronizing nepotism or favoritism and who wield powers in Gilgit, the main hub and capital of Gilgit-Baltistan. Rapid increase in expenditures ranging from general commodity price hikes to transportation has left no option or time for people to think on other issues.
The so called Economic-Recession, unequal distribution of wealth, concentration of opportunities towards certain beings, lack of social responsiveness and transparency in government sector and no check and balance on private sector has brought its ugly implication in terms of high unemployment, depression among the youngsters, anxiety and hatred towards system of governance.
We vow to bring fore the issues of common man at grass root level, strive to highlight irregularities in government sector and flaws in public policy and finance in a democratic way. We shall continue to give our opinion on issues of importance and determine to prove a viable platform to have a positive role for public welfare, inter-communal harmony, integrity and social justice.
Amid such a situation when even the survival of country is on stake and is defamed due to continual terrorist incidents throughout the our county, we may pray for a peaceful and prosperous future of the nation. May Lord save the peaceful Gilgit-Baltistan region from the evil designs of devils in human form.

One can easily discern a great social change in terms of attitudes, perceptions both in individual and society; values and reaction to the variables in daily life patterns among the dwellers of the comparatively backwards areas like Gilgit-Baltistan, a deprived region of its fundamental rights for more than six decades of its liberation from colonial yolk. In a quest to voice over issues of vital importance, keeping closer to circle of concern, Hunza, a name famous for its beauty and rich cultural heritage has been selected to represent as a case to further the cause and issues of the rest of the region. Virtually, the region especially Hunza-Nagar retained a rapid development with a short span of time after remaining isolated for centuries to out side world. The blog also aims focus largely to identify core areas from on bottom or grass root level to the top. Keeping due consideration of inter-religious harmony, tolerance, respecting pluralism, diversity, mutual respect, democracy, equal opportunity and other aspects of human rights and professional values of journalism, the blog will serve as a binding force and medium of voice of the voiceless people of the area with reference to Gilgit-Baltistan region.

The idea of creation of this blog came into my mind during a visit after spending few years of career at Karachi, capital of Southern province to the region. While traveling from south pole of the country to north, I experienced many new changes nearly in all aspects of life explicit in urban areas and implicit in rural belts: people have opted to modern technology, availed faster means of communication; task centered behavior, selfishness, following short-cuts, chase of wealth and more opportunities in their career and many more that made their lives much more easier but crazier than before. Nevertheless, the scene suddenly turned bit dim when I entered the region of Gilgit-Baltistan. I could not believe my eyes that this was the Gilgit I saw four years ago. Many things, except the faces were utterly unchanged formats primitive outlook. The Chinese bridge that linked Danyore and Gilgit and a main source of transportation was no more. Few people told me that few journalists have lost their lives in lethal road accident due to lack of arrangements on part of concerned authority to avoid the incident. Karakorum High Way (KKH), one of the highest truck able route and so-called eighth wonder in the world is under construction and many places portray nothing but a passage through a rough stony pasture. It took nearly twenty four hours from Rawalpindi to reach after an exhaustive journey to Hunza, my home town, compared to nineteen hours in past. The scenario seemed worse in Hunza, my home town which remained unchanged for last four years except a drastic decline in standard of living of more than fifty percent of the population. One may think that people have replaced muddy homes with cement ones but that are not the real yardstick of measurement of both mental and material development. Infrastructure, fixtures, telecommunication systems were largely depreciated to their estimated life coupled with inappropriate number of personnel required in educational, administrative and health institutions. The so-called economic meltdown that started from American giant Leman soon took the world into its tyrant claws, shaking many stable economies of the world including the rural areas of developing states- a big example of negligence and subjugation by the rulers of respective countries where people live not above the level of animals. Apart from the allegations on policy makers of industrialized nations having economic interest only, the poor, irrational, incompetent, self-centered and corrupt leadership in Pakistan like other third world countries where immature economies spends it larger portion of budget expenditure on defense could not resist the negative consequences of economic crisis in terms of high rate of unemployment, recession, right or down sizing, price hikes, violation of consumer rights and so on. Hunza-Nagar, like other parts of Gilgit-Baltistan was no exception. The smiling faces that greeted us once warmly few years ago turned unhappy for the crisis brought its ugly implication on the daily life pattern of an individual thus sucking down the unique attributes of population: courtesy, generosity and hospitality. Having a so-called high rate of literacy in the country unfortunately, the region is facing many problems ranging from health to drinking water and energy sector. To many, it was because of lack of geo-political awareness and excessive tendency towards NGO culture where people little bother to beg their rights from the states besides emphasis on duties. Historical chronicles vindicate that the region remained in isolation for many centuries due to a specific location and lack of access to out side world. Many dynasties ruled the area that hardly accepted change in a traditionally sophisticated feudal based society. The wheel of transition continued to move and finally the area got librated through a mutiny with the help of indigenous population from the clutches of Dogra subjugation. Later, the area was affiliated with Pakistan vide a secret treaty called Karachi Treatise as defacto part, unconditionally. Gilgit-Baltistan region got on real terms an impetus to grow from zero level with the visit of three icons of development: Aga Khan, President Ayub Khan and Z.A.Bhutto- a historic event of its nature with long standing implications on live of the people of the region.The area could hardly observed any impulse for more than half dozen years of affiliation with Pakistan when Sir Sultan Muhammad Shah, Aga Khan (3rd) first time introduced Diamond Jubilee Schools network during mid fifties in the region. A real phase of development gain impetus when Shah Karim Alhusaini, Aga Khan (fourth) stepped in the region, a population with miserable conditions in 1960. He initiated many new projects in different aspect of life, strengthening the existing educational network under the umbrella of Aga Khan Development Network (AKDN) for the betterment and uplift standard of living of masses lived under poverty line. Aga Khan Development Network in collaboration with donor agencies, with a view to bring social change from grass roots level, initiated rural support programme and other services for less-privileged societies in the region. In simple words, initial projects were stretched to new areas under AKDN umbrella ranging from self-entrepreneurship to planning and building services. These development programmes served a catalyst for a common man who, earlier was confine to a certain limit where facilities and perks were confined to a specific creed, definitely a big change in society led to process of decline of so-called nobility. By, 1974, Z.A.Bhutto, chief of Pakistan Peoples Party and his cabinet undertook a disintegrated country following the fall of Dhaka, albeit eliminating princely status of numerous states gave them democratic structures, initiated socio-economic, political and administrative reforms in civil services cadres under 1973 constitution of Pakistan. These reforms opened a path for further reforms in tribal and affiliated princely states, mostly in mountain regions. Elders assert, by 1976, when Bhutto abolished the princely status of the units and replaced the princely flag with that of the country declared region formally its de-fecto part. The new development allowed for the first time a limited right of franchise and representation in a parallel council governed from capital. He in collaboration with international donor agencies like UNICEF and World Food Programme helped ensure provision of basic necessities like food to indigenous population still in poor conditions. He gave word to poor and enables to build his destiny. The facility fell a prey of Zia-ul-Haq who abolished the programme to benefit his favorite breed. He altered such programmes to facilitate Mujahideen busy fighting Afghan war against Soviet invasion on behalf of American assistance. By, 1988, before the withdrawal of USSR, Zia regime played a dirty game: as an integral strategy to get parallel success, he supported a breed of militants to eliminate all those against his faith in Gilgit-Baltistan. Unfortunately, the indigenous people could not understand his nefarious designs under the veil of religion that had to sustain his regime using divide and rule tactic and nothing to do with public welfare fell a prey of communal discord. Thousands of innocent people were brutally killed without a reason from both sides and this in turn sowed the seeds of sectarianism thus introducing a Kalashnikov culture in this region. On country’s political front, frequent interventions of military in politics in the wake of undemocratic moves of leadership, double standard attitude of bureaucracy and excessive influence of establishment forces harmed political evolution during last sixty two years of country's history. A finest dictatorship is considered worse than a worse democracy for it largely overlook the opinion of masses. The undemocratic regimes since 1952 onwards in general and during dictators’ regimes left people with no option but to support immature, corrupt and unable leadership confined to their self interests coupled with narrow vision. On global front, with the withdrawal of USSR from Afghanistan, American administration started to shift its strategy of dependency and support for Pakistan especially that to check movement and expansion of communist philosophy, an anxiety among the then US policy planners. Political front once again passed through a new change in 1999 when military took over in October 1999. Numerous Non-Governmental Organizations (NGOs), both national and international rapport delivered remarkable work since 1990s to 2004 in many sectors like education, health, cultural preservation, design and building.

History repeated itself, but in a new form under different circumstances after cold war, when terrorists attacked twin towers of World Trade Centre, an icon of prestige and glory of America killing thousands of innocent people as a response to US policies inviting a fresh hostility between US and Islamist groups or in other words initiated an open conflict between two countering forces. To some, hidden forces worked behind the incident: Muslims thought it was a Judaist elements while to Europe and US a strike of Islamist elements; even the then Bush administration alleged Islamist groups behind this nefarious act to initiate an open armed struggle to defy its policies and interests. The September 11 incident served a cause to create sufferings for the Muslim communities residing in America and Europe. Being a sponsoring source of Jihadist elements, Pakistan was in real trouble as it was asked either ally the US or ready to go into stone age. Consequently, Pervez Musharraf took U-turn in state policy against billions of dollars as assistance. Once again, US dependency on Pakistan after Afghan war, in an endless war against an invisible enemy in terms of Osama started, leading farmer to think to gain control over natural resources in Afghanistan and Central Asian states. As a state, Pakistan endured many hardships, mostly from inside elements, Majority of our political leadership, for instance is largely nurtured under the aegis of military establishments and always ready to achieve their own interest lest it comes to compromise on national matters, evident from the successive overthrowing of representative regimes. They could not deliver any remarkable to uplift the standard of living of a common man except false promises. It was the Musharraf regime which can be given credit for many reasons: allowed a national government to complete its five year tenure, introduced local government systems for dicentralization of power though a move to by pass the then political and administrative forces like his predecessors military dictators to bolster one man show. Apart from few of blunders in terms of killing of Akbar Bugti, subjugation of judiciary, appointment of army on service and retired personnel in institutions offering higher education, other key positions in major public organiztions and using force as a decisive force instead of dialogue his regime can be recalled for many things during last eight years. He was the first who put hand on non-state actors, brought changes in status of deprived regions like Gilgit-Baltistan bringing reforms and took initiatives to improve education and health facilities. He gave us an International University, increased woman representation, empowered Northern Light Infantry, established N.A scouts and notified Hunza-Nagar district and many more. Yet, at the same time on mass level, despite many accomplishments, it failed to address the real issues of poor. Giant fishes got most and poor further got depressed as the regime greatly revolved around the interests of Chaurdhries and lords. December 2007, shall be remembered a black day when Benazir Bhutto, a female leader of international repute was assassinated at the same place where one of the most famous Prime Minister Liaquat Ali Khan as killed. Country fell into chaos and observed an extreme internal and internal threat to her existence second time after 1971. Good heaven, the situation soon normalized. With the dawn of democracy, based on Benazir Bhutto's sacrifice has brought a hope of change of image of the country in global economy. PPP led contemporary government has given a new Self Governance Reforms Package 2009 ahead of poles to empower the assembly to legislate on various subjects not allowed in past and choose their own Chief Minister unanimously with the consent of Prime Minister, the head of set up-a good initiative after Z.A Bhutto's compassions for the region. The package has opened a door for more autonomy resembles to that of Azad Kashmir. Though, there are many flaws in the package yet, it will serve to reduce feeling of deprivation among the masses.

There is another side of the picture that the poor performance in many of the departments in government sector during last two years has raised many questions in our mind regarding its capability to cope the challenges that the country faces internally and externally. Public welfare, security from internal and external aggressions and provision of basic necessities to the citizens is the fundamental responsibilities of modern states. Yet, more focus on external threats under security syndrome has left the country nothing but to expend on defense-thus neglecting other sectors like education, strategic personnel planning, health, trade and industry and exploitation of natural resources to strengthen our economy. As for as the private sector especially the NGOs are concerned, the are now confine to reporting to get funds, roam and measure the length of roads in their luxury vehicles. Now it depends on flow of events that will decide the future course of history.
