Volunteering and public welfare attitudes are among the major attributes and hallmarks of evolving society structure in Gilgit-Baltistan. A general overview of data available from different sources elucidates that about 65 percent out of the total population give their time and knowledge to the individual or integrated humanitarian organizations in need. Of those volunteering their time, despite acute financial obstacles, about 4o percent reportedly give time to religious based, 20% Non Governmental Organizations(NGOs) working for poverty reduction and woman empowerment and Community Support Organizations (CSOs),about 10% to educational institutions with high esteem volunteering as inherited virtue. Volunteering has been an impulse infused by religious and social obligation of helping poor and oppressed. Following fall of colonialism, philanthropists like Aga Khan third and later fourth established charities in the health and education sector to uplift standard of living of masses regardless of creed, color, origin and affiliation to faith. With the passage of time, the maturity in mental level of individuals in society drew on historical traditions of providing relief to the victim communities in hard times from the platform of Community Support Organizations, though least accountable and lack of internal democratic attitude has had rendered an invaluable services to humanity during last more than sixty years. The term civil society is bit new in Gilgit-Baltistan, though already existed in terms of both formal and informal volunteer organizations and arbitration committees on town and village level and non profit based educational centers in past. Yet, on state level, the term is meant varies for different segments of the society.In contemporary era, developed discourse, discussions and journalistic writing structures unify many elements under the scope of the emerging term-Civil Society.
The contemporary scenario in the country in general and the global in particular,the development discourse, discussions and journalistic drafting employ the single term to encompass many elements that serves as a base for existence including state and non-state initiatives, organizations and network alliances that work for socio-ecnomic and cultural development in certain periphery. The main visible elements of the phenomenon can be traced in form of humanitarian work organizations,profit and non-profit based educational institutions, CSOs, professional associations, trade unions,think tanks, faith based organizations, political parties, informal qausi or non-qausi pressure groups, shrines,seminaries,town reconciliation groups and council of elders, saving (BCE) groups, and so on. In contrast to the country's concept of civil society which is characterized by hybrid form, multiple affiliation and continuous struggle between values and the practices due to lack of democratic norms, here it is inspired by philanthropist spirits in social periphery and originated from intelligentsia posed to suppression, subjugation, no say in decision making processes in public matters. It largely focuses uplift of socio-economic conditions,rises voice for social justice, communal harmony and eradication of new pattern of three tired society in the region. These all institutions inherited in different forms from the old times now play a healthy role to resolve issues systematically. Nevertheless, mushrooming of NGOs and CSOs and its negative implications in terms of bogus projects and fake reporting for more funding is another debate in the evolution of the dynamics of the concept of civil society from the capitalist paradigm.
The overall impacts of civil society in either form: NGOs, CSOs,philanthropists and professional bodies can be traced in their contribution in the hard times. Civil society, though with little capacity to resolved conflicts and problem solving capacity has proved as a partner in socio-ecnomic development and a distinct platform to fore the voice as a force to reckon with the public interest.
We can take a practical example of contribution of civil society during the rescue work operations in Attaabad land slide disaster when, all regional community based both formal and informal organizations, NGOs, CSOs,political parties, professional bodies and volunteers shun their minor differences sprang into the situation and joined hands to hands to save those in trouble. Such examples help ensure strengthen unifying bonding and paw an way for good days.
