Chief Minister, Gilgit-Baltistan Syed Mehdi Shah's allegations following the crack down, two days earlier against nationalist parties became the head lines of the regional print and electronic media in which he claimed that nationalists are making foreign estate properties and taking financial against to destabilize government. Karakorum National Movement (KNM), Jamu and Kashmir Vibration Front (JKLF), and Balawaristan National Front (BNF) had announced to stage a demo against the Karachi Agreement, a treaty signed between between the then AJK government and government of Pakistan on April 28, 2010 that made region of Gilgit-Baltistan a defacto part of the country till the resolution of dispute under United Nations resolutions. The country's cheqqered post independence history which fell a pray of shared influence of strong military and civil bureaucracy following the demise of Jinnah, Liaqat Ali Khan and Khuwaja Nazimuddin in late forty's and early fifty's. Despotic governments like that of Ayub Khan, Yahya Khan and Zia-ul-Haq undertook experiments by employing peculiar institutional structures: Basic democracies of Ayub and Majlis-e-Shoora of Zia reign to strengthen their rule and hinder the way of politicians both sincere and power thirsty demagogues.Where continuous military intervention in country's politics derailed democratic norms it brought multifarious implications for the time to come; instead of addressing issues and eradicate rising poverty and excessive focus on power bargain finally resulted into collapse of one nation theory, the foundation on which state of Pakistan was established in terms of fall of Dhaka in December 1970. As John Pilger, a renown journalist described it one of the biggest political crisis with bared foot children and their mothers crying for a single bread. Being a remote, politically, economically weak scattered populated area, with inappropriate infrastructure, Gilgit-Baltistan remained under the rule of princes until dissolved by Z.A.Bhutto in mid-seventy's, a precursor to give political awareness in the region. 'Bread', 'Cloth' and 'Shelter' was the manifesto of Pakistan Peoples Party (PPP) that attracted a large number of people, lived in odd conditions like other real parts of the country.People, were empowered to talk, though silently of civil rights, freedom of expression and affiliation. Judicial murder of Z.A.Bhutto by a dictator and frequent constitutional amendments during Zia's reign to attain unrestricted powers where changed the shape of 1973 constitution, it also gave a right to head of state to remove Prime Ministers along his cabinet and respective assemblies. Various public representative governments were removed after the death of Zia on allegations of corruption and irregularities. General(retired) Pervez Musharraf's reign brought about many developments in various sectors little considered before by even by representative governments. Yet, it was the contemporary PPP led government that approved a self governance ordinance 2009 to empower regional legislative assembly by giving it a quasi provincial status with Chief Minister and governor on top of heirarchy. With the approval of nominations by President Asif Ali Zardari first for Syed Mehdi Shah as Chief Minister and doctor Shama Khalid, six ministers (five from PPP and one from JUI) and two advisors, the formation of legislative council was completed.
Where the new set-up has install Mehdi Shah on the top of the set-up,it also placed greater responsibility to take the all parties in confidence to ensure smooth running of business of government. The recent strife between Independent MLAs and Chief Minister for dishonoring promise of making them a part of council worried intelligentsia was brought to end by efforts from within party sources where pawed the way of acceptance and tolerances to make the new set-up successful, the allegations of Chief Minister against Nationalist forces may open a new front between the both which is not in the interest of the masses as it will divert the attention of government from addressing the problems for which they were elected. Many regional leaders in the past blamed nationalist party leaders for obtaining funds from neighboring countries, though some later disowned them for various reasons.
Peaceful protest is the right of every person against every odd in a democratic system. Use of coercion to keep the mouth of opponent closed as in case of crack down against nationalist parties can hardly be justified for a party which has offered many sacrifices to preserve freedom of speech and thought in past. On the other hand, silence of legislature and Chief Minister to apathy to tackle the strife between ruling party especially Mehdi Shah and independent MLAs was a quite painful was fortunately ended soon against mutual accord.
PPP led regional government which enjoys overwhelm majority through a democratic process should try to understand the reasons that led to infusion of nationalist thoughts in the region. It has been a matter of fact that not a single government ever made a comprehensive effort to reduce prejudice, unemployment, elimination of corruption, control of regional population and over natural resources, greater financial and political autonomy. It was obvious that members of assembly are largely concerned with ministries not to address the problems of people who voted them for. We hope that contemporary government will make proper arrangements to satisfy those who are dissatisfied to the appointment of cabinet members for development is impossible without proper coordination and mutual respect among the MLAs. Secondly, it can be expected that instead of given birth to unnecessary issues, the PPP led government under the minister ship of Mehdi Shah will keep its focus on addressing of issues in the region.
